メキシコ・サン・ルイス・ポトシ州は、メキシコ31州の中で唯一、昨年日本に公式な代表事務所を設立した州となりました。

世界情勢が不透明さを増す中、なぜ今、日本に拠点を構えたのでしょうか。本インタビューでは、日本代表事務所の代表を務めるRodolfo Gonzales Ono氏に、設立の背景、その想い、そして日本とメキシコをつなぐ未来について話を聞きました。

Last year, San Luis Potosí is the only Mexican state that has established an official representative office in Japan. At a time of growing global uncertainty, why did the state choose Japan, and what vision lies behind this decision? In this interview, we speak with Mr. Rodolfo Gonzales Ono, Representative of the San Luis Potosí Office in Japan, about the purpose of the office, his personal motivation, and the future of Japan–Mexico relations.

なぜ今、日本なのか—サン・ルイス・ポトシ州の対日戦略

ーサン・ルイス・ポトシ州の日本代表事務所を設立した経緯を教えてください。

サン・ルイス・ポトシ州が日本に代表事務所を設立した背景には、現在の国際情勢という「困難な時代」が大きく関係しています。こうした状況の中で、ガジャルド知事は、日本との関係をより強化し、互いに手を取り合う必要があると判断しました。

日本は、サン・ルイス・ポトシ州にとって非常に重要なビジネスパートナーであり、日本からの直接投資は州の経済発展において欠かせない存在です。一方で、サン・ルイス・ポトシ州はこれまで日本との交流実績が長い州とは言えませんでした。

だからこそ、知事は「日本における存在感を高め、日本社会や日本企業、行政機関にサン・ルイス・ポトシ州を知ってもらう」ため、この代表事務所設立という重要なミッションをスタートさせました。サン・ルイス・ポトシ州は、日本からの投資が集まる州の一つであることを、もっと広く知ってもらう必要があります。

現在、サン・ルイス・ポトシ州には50社以上の日系企業が進出しています。大阪に本社を置くダイキン工業株式会社や、高級車向けレザーシートを製造するミドリオートレザー株式会社をはじめ、多くの企業がバヒオ地区※1全体の自動車産業サプライチェーンを支えています。

私たちは、行政手続きが多く日本側の負担も大きい姉妹都市提携にこだわるのではなく、より実践的で柔軟な協力関係を模索しています。ビジネスだけでなく、文化、スポーツ、音楽、芸術など、人と人が直接つながる形を重視しています。

事務所は開設からまだ５か月ですが、すでにサン・ルイス・ポトシ州の存在を日本・メキシコの政府系機関や商工会議所に知ってもらう第一段階の活動を進めています。同時に、日本企業向けのセミナーなどを通じて、サン・ルイス・ポトシ州を対日投資先として直接アピールする取り組みも行っています。

ーWhy was the San Luis Potosi office established in Japan?

That is a very good question.

The reason why the San Luis Potosí office was established in Japan is closely related to the difficult international circumstances that both Mexico and Japan are currently facing. In such challenging times, Governor José Ricardo Gallardo Cardona made the decision to extend a hand of cooperation and strengthen ties with Japan.

Japan has been, and continues to be, one of the most important business partners for San Luis Potosí. Japanese foreign direct investment plays a key role in the state’s economic development. However, San Luis Potosi has not traditionally been one of the Mexican states with a long history of direct engagement with Japan.

For this reason, the governor launched this important mission to increase San Luis Potosi’s presence in Japan and to make the state better known among Japanese society, government institutions, and businesses. It is essential for San Luis Potosi to be recognized in Japan as one of the states that receives significant Japanese investment.

Currently, more than 50 Japanese companies operate in San Luis Potosí. Major companies such as DAIKIN INDUSTRIES, LTD. from Osaka and Midori Auto Leather Co., Ltd., which produces leather sheets for premium automobiles, are part of the key supply chain supporting the automotive industry throughout the entire Bajío district.

Rather than focusing only on formal sister-city agreements—which are often difficult to establish on the Japanese side due to many administrative requirements—we are looking for more practical and dynamic forms of cooperation. These include exchanges through business, culture, sports, music, and the arts, allowing people to connect more directly without excessive bureaucracy.

The office has only been operating for five months, but we have already begun important work. The first stage is to make San Luis Potosi known in Japan, including to prefectural governments and chambers of commerce. At the same time, we are organizing seminars and business-related activities to promote San Luis Potosi directly as an attractive destination for Japanese foreign direct investment.

日本代表としての誇りと使命

ーサン・ルイス・ポトシ日本代表として、ロドルフォさんの使命は何でしょうか。

私の最大の使命は、メキシコと日本を結ぶ「懸け橋」になることです。これは、私の人生における大きな目標の一つでもあります。

サン・ルイス・ポトシ州は、バヒオ地区の中でも非常に重要な州で、日本からの投資も多く、メキシコ全体の産業ネットワークにおいて重要な役割を担う企業が数多く集まっています。州内に日本のOEMはありませんが、他州にあるOEMを支える重要なサプライチェーン企業が存在しています。

私はこれまで、日本とメキシコがお互いをより深く理解し、情報を共有し、より良いビジネス環境を築けるような仕事を続けてきました。その中で、メキシコ31州の中で唯一、日本に代表事務所を設立したサン・ルイス・ポトシ州を代表できることを、大変光栄に思っています。

この取り組みは、多くの方々の紹介や推薦、そして日本側、特に政府関係者からの信頼と支援によって実現しました。その信頼に心から感謝するとともに、在外公館表彰をいただいたことは、私にとって大きな名誉です。

ーWhat is your mission as a representative of San Luis Potosi Japan office?

My main mission has always been to serve as a bridge between Mexico and Japan. This has been one of my life goals.

San Luis Potosí is a very important state within the Bajío district, with significant Japanese investment and many companies that play key roles in the broader Bajío and Mexico-wide industrial network. While there are no Japanese OEMs located directly in San Luis Potosi, many companies in the state are essential suppliers to OEMs located in other regions.

Throughout my career, I have worked to bring Mexico and Japan closer together—helping both sides understand each other better, share information more deeply, and create an environment where better business relationships can flourish.

Among Mexico’s 31 states, San Luis Potosí is the only one that has established a representative office in Japan, and I am truly honored to represent the state in this role.

This achievement was made possible thanks to the support, recommendations, and trust of many people, particularly from the Japanese side, including government-related institutions. I am deeply grateful for that trust, as well as for receiving the Commendation from the Japanese diplomatic mission, which is a great honor for me.

ー現在サン・ルイス・ポトシ州に住んでいる日本人に向けてのメッセージをお願いします。

ホセ・リカルド・ガジャルド知事は、新規投資を呼び込むためだけでなく、すでにサン・ルイス・ポトシ州で事業を行っている日系企業を支援する目的でも、この日本代表事務所を設立しました。

私がメキシコに戻る際には、州内の日系企業とできる限り多くお会いできるよう、現在スケジュールを調整しています。すでに、サン・ルイス・ポトシ州に拠点を持つ日系企業の社長や現地責任者の方々が、東京の事務所を訪問してくださいました。

皆さんからは、「日本にサン・ルイス・ポトシ州の窓口があることが心強い」「ビジネスパートナー探しにも役立つ」といった声をいただいています。投資や輸出促進だけでなく、現地での連携を深めるための新しいチャネルとして期待されています。

特に、日本語で州政府と直接コミュニケーションが取れる点は、大きな安心材料です。日本人スタッフが常駐していることに対し、多くの企業が感謝の言葉を寄せています。

ーPlease leave the message for Japanese who are living in San Luis Potosi, Mexico.

Governor José Ricardo Gallardo Cardona established this office not only to attract new investment, but also to support Japanese companies already operating in San Luis Potosí.

When I return to Mexico, I am planning a schedule to meet as many Japanese companies in San Luis Potosi as possible. In fact, we have already received visits at our Tokyo office from Japanese company presidents whose headquarters are in San Luis Potosi, together with their local teams.

They expressed how reassuring it is to know that San Luis Potosi now has an office in Japan. They see it as an additional communication channel that can help Japanese companies in San Luis Potosi find business partners, not only for investment and exports, but also for local collaboration.

One particularly exciting aspect is that Japanese companies can communicate directly with the state government in Japanese. Having a Japanese-speaking staff member provides great peace of mind, and companies have expressed strong appreciation to the state for this initiative.
